Device notify doesn't work properly

Use DVDSpy rather than device notify

first I thought it ga an "arrived" event on loading and removing bu then I discovered it does both the commands when I remove the disk and both of them when I load a disk.
So it doesn't make any difference between "Drive F:arrived"-events and "Drive F:removed"-events. It does both of them on loading and removing again.

I'm using winXP is there a known bug with XP?
