Okay fixed in Girder 3.0.25pre5

When using states to toggle two multigroups Girder does not seem to be saving the state information with the file.
eg:
I have a file with:
Multi group 1
State Count 2
Begin State 1
Execute on all states except 1 Not Checked
Multi group 2
State Count 2
Begin State 1
Execute on all states except 1 Checked
Then I save the the file and reopen it.
The Multigroups are then:
Multi group 1
State Count 1
Begin State 1
Execute on all states except 1 Not Checked
Multi group 2
State Count 1
Begin State 1
Execute on all states except 1 Not Checked
Both Mutigroup 1 and 2 are set to trigger on the same receive code. This problem does show up on single commands.

At least this confirms that I wasn't going crazy.
