It is an Actisys IR-200L RS-232 IR transmitter/receiver. The price charged by Snapstream is about half of what the Actisys website charges.

I was wondering if anyone else has seen the IR blaster being sold by Snapstream. The site says it learns the IR codes for cable/satellite boxes and can control them, but I was wondering if it could be hacked to work with other AV equipment. Looks like it's just a serial interface so someone's bound to figure it out. At $25, it looks promising.
