Can't create Infrared instance in NR 1.5.1.60- crashes NR

I'm running NR 1.5.1.60 on WinXP and I'm having an unsuccessful time creating an Infrared instance. When I go to infrared plugin and click 'create instance' I get a general windows error for NR and it shuts down.

Error log is attached- any ideas? I can't setup IR passthrough to my USBUIRT / NRIR without it-

I'm running marcel utils and avid utils, everything else is stock.

For now remove IRHardware.dll from your NR directory.
