any way to trigger a program on my ipaq from net remote? Because I have an ih6340 there is no infra red in Net remote so it would be useful to boot up novii ir sofware from net remote. Is this possible?

Yes, the NRBasic action "execute command from shell" will do this.

Any clues? I've tried single quotation marks double quotation marks, no quotation marks. putting My device in front. What could I be doing wrong? Any ideas at all?

I think you should be able to just use "\Storage Card\NoviiMedia NR Deluxe\NR Deluxe.exe".
