German Language file update/rewrite

Hi,

I was sick of the old german language-file for Girder (a lot of stings were not transalted...) so I almost rewrote it. Everything is now translated (that is translatable). Maybe someone likes it. Would be nice if it would be distributed with the next offical Girder release ;)

I rechecked the translation, found 2 more strings to translate and think all is done.
I uploaded the new version to my Homepage. Feel free to download and use it ;)
All untranslated strings are either the same for english and german (Register, Format) or are so specific, that it would be stupid to translate them (e.g. handle, plugins, Simple OSD)
