Geographical location & Custom Weather Issues

I don't seem to be able to set the geographical location in Component Manager, or change the "local" location in Custom Weather through the UI.

They both revert back to Minneapolis when I restart Girder.

Yes, sorry forgot to mention that VERY important piece of information!

Problem is with .508 release, .507 wouldn't allow me to enable custom weather.

It appears that the GeographicalLocation.cfg file isn't getting correctly updated, its timestamp is getting updated and .c01, ,c02 files are generated, but the data is always the same.
