BUG: Mouse mode panel will not hide

I want to create a frame with a mouse panel in it that I can toggle on and off. When NR starts and the value is 0 the frame and mouse panel are hidden as it should be then I toggle the value and the frame and panel show up as they should BUT then I toggle the value again only the frame disappears but the mouse panel which exists inside the frame still exists. Even tried moving the mouse panel outside the frame and get the same results..
