States always reset

After state settigs are set to 5 and 4 the action occurs every time no matter what I set the state settings to and when I choose edit for Action A and check the state settings all settings are back to 1.

Simple test case

Action A
....Key 2
Set "state count" of Action A to 5
Set "trigger state on" of Action A to 4
Changes saved

Found the problem.
If you close the dialog box and click save changes it doesn't do anything
If you click the apply button then close the dialog it does.
