I have a lot of Fn keys on my laptop to change brightness, sound, etc.
I noticed the keyboard action can do
@: Alt Key.
^: Shift Key.
*: Control Key.
$: Windows Key
but I would love to control fn keys also. Is this possible

From memory you'd use a keyboard action of *q

But the keyboard action screen (grider 3.3) only have special key list, so how do I set it to send CTRL + Q ? Where do I write *q ?

Ah, you didn't say you were using Girder 3.3!
I'm afraid I can't remember how you send control keys using the G3.3 keyboard action and I don't currently have G3.3 installed on any of my PCs. Anyone else?

wasn't there a checkbox to make it send control? then simply type q in the text box.
