You are correct, the there is no power to the regular power connectors for your harddrive and devices but your motherboard is still receiving power. The WOL connect has a constant 5v going to it so that will provide the neccessary power required by the UIRT

1) function "power on" work, but only if computer was once started; if I disconnect (and connect, of course) computers power cable, ''power on" not work; what's wrong?
I never noticed this but just tried and you are correct. The basic signals to the PIC are OK and the IR signal is present. It could be due to the ICSP components or something in the PIC firmware. I will look into it tomorrow.
2) after incoming call (I have external modem on COM1) my computer start too! Free "WakeOnModem" (My wife was very surprized :o first time)
Did you change settings in the BIOS to enable the WOL function? Maybe you enabled more than you had to or you have a funny motherboard wich also enables WOM.

Hi all; I have 2 new stupid (?) question:
1) function "power on" work, but only if computer was once started; if I disconnect (and connect, of course) computers power cable, ''power on" not work; what's wrong?
2) after incoming call (I have external modem on COM1) my computer start too! Free "WakeOnModem" (My wife was very surprized :o first time)
My hardware - UIRT2 with 1.7 firmware on COM2, powered from WOL connector

my questions was really stupid
1) in my motherboard WOL work after "Soft power-off"
2) in BIOS I may or set "WakeOnLan AND WakeOnModem" or nothing :(
