Monitor On/Off

Upgrade to Girder 3.2.0 beta 11

Hello, monitor on/off only seems to work when the Girder window is open, I'm sure it used to when the window was closed or in the systray. I am using Girder 3.2b10 and have converted the groups to 3.2 format. :-?
