Simply use the WinLIRC-Action. It'a a new feature of the plugin-version 2.0.

I would like to send IR codes/commands to the DTR pin on the serial port.

Is there a Girder 3.2 plugin or command structure to do so using, for example, WinLirc?

As I learn more, I can refine my question. How can one send commands to the WinLirc transmit.exe program, from within Girder 3.2.
