Girder3.1 beta16 - When Input Devices are disabled, I can't reach my DVDSpy Learn Event Menu.

That is not a Girder bug. DVDSpy was programmed that way.

Should DVDSpy be programmed some other way? Do other non-built-in event sources work differently?

I didn't think that gir_learn_event was called at all unless the plug-in was enabled.

That was true for the 'old' girders. Now gir_learnevent is called no matter if the plugin is started or stopped. Of course only if gir_open has been called before.

I ran b16 in the debugger. I really do not see gir_learn_event called when Learn is selected unless input devices are enabled. gir_open is called on startup, as expected.

You right Mike, I looked over the source yesterday and completely missed this one. Sorry about that. I'll make the learn button greyed out.
