Why the NRBasic plugin is not visible in the list of plugins of the PC client ?

NRBasic plugin is for use in NetRemoteDesigner... Are you looking in NetRemote itself?

It is visible in NetRemote Designer but not in Netremote client

That's correct. It's for use in NRD only. I contains the NR basic actions that you use in you panels when editing them in NRD. You will never see it in NR itself.

Why the others plugins are visible and not the NRPlugin ?

Because there's no configuration required for NRBasic
