Insteon Question

What is the best way to have an insteon dimmer/switch to turn on and stay on for 15 sec and then turn off?

Right now I am having two different commands. One to trun it On and the other one to turn it Off with a timer. Is there a way to have it done in one command?

Yes, you should be able to do this with a DeviceManager Lighting action - down at the bottom of the action's dialog you should see a pane titled 'Then' which lets you specify a time period, and what should happen.
