Understanding Identifiers

They are unique identifiers. When a command like goto specifies a lvalue1, lvalue2 or lvalue3 these numbers are the identifiers of the target command.

I understand there is no dtd yet, but perhaps someone can help me understand the identifiers, their purpose and how they are generated? Are they just unique numbers or do they link to anything else?
