Odd internet event client / server problem?

I'm using Girder 3.2.4 on my machines. I am having problems with my Windows2000 PC not reliably executing internet events. I found that it works fine when Girder has focus, but only works once and a while when Girder is minimized. I can always see that the PC is receiving the event because the icon in the system tray flashes, but the event is rarely executed when Girder is minimized.

BTW, I do NOT have the "Don't send the IR commands when Girder is the Foreground window" box checked.

Any suggestions?
