It appears this TekRam product is an IRDA adapter. Please see this (http://www.girder.nl/help/faq.php#202) part of the Girder FAQ.

The plugin you are using is not compatible with the version of Girder you are using.

What drivers ship with this device? What type of device do they make this look like?
Does this receiver ship with a remote control and software? Does that software work?

Once again: What type of device do they (the supplied drivers) make this look like?
You say they "work normally". Is this an IRDA device? If so, it probably won't work with Girder. This is in the FAQ that I pointed at in my first reply.

I have put file IrDA.dll in directory C:\Program Files\girder32\Plugins
at start the program speaks:
cannot open sharedmemory segment
cannot open Semaphore segment
cannot map segment
cannot find all require export in dll:C:\Program Files\girder32\Plugins\IrDA.dll
it as that is treated? I that not so have made that?

This plugin make for Com 1-4 - port only :-(
Whether is plugin for usb?

Device Tekram IR-410U (USB)
To it were applied the driver 95/98/Me/2000/XP
They work normally
Other software with the device did not go
