howto catch CTRL-A

I try to redirect "CTRL-A" to the UP-Arrow button but it has still the windows functionality (select all).

what I did:
-Edit->Add Command
-Keyboard TAB-> Special Key = UP
-Apply
-Learn Event
-pressed CTRL-A (got 4100C00)
-goto expolorer
-press CTRL-A. It still makes a select all instead of moving the focus up

Any Idea?
