Interesting behavior

I can test a command and it performs as is expected on the target application. I assign an event string using Learn, I try the keystroke learned, it activates the command on Girder, but the target application does not respond. I again highlight the command on Girder, right click, and Test Command, and it works on the target application as expected. Has anyone seen this before and know of a fix?

I am trying to use cursor controls and menus on TheaterTek.
