Trouble with Keyboard Action Keys

When I go to the Keyboard tab, and put in a special key action, target the window, click apply, and go to do the key command for the action, I get no response or action, even though the status bar flashes yellow. However, if I am doing a Test command with the F5 key, the action works just fine. Any idea as to why this might not be working?

Have you assigned an event to that action ?

I wonder if you're having the same problem I am... Does the "key command" you assigned for the action use CTRL or SHIFT? If so, the CTRL or SHIFT might be getting passed on to the target along with the special key you set. For example: If you are trying to send UP to the target triggered by CTRL-U, the target might be seeing CTRL-UP.
