TCP/IP Server v2.0

Changes in this release:

* Officially dropped 'beta' from the release naming :smile:
* Packaged help file with the plugin DLL in the ZIP file
* Client connections are now shutdown properly when Girder exits
* Fixed a bug with the generation of the 'TCPIP_Auth' server message
* Fixed a bug with window cleanup when Girder shuts down
* Made error messages consistent in their wording
* Cleaned up code

Yes. The MAC address bit is a nice snigglet of code, and the CIDR code is nifty too. I've been commenting the code, once I've sufficiently documented it, I'll make the source available.
