Logger v1.0.7 available

I have added a bunch of new LUA interfaces to the Logger plugin. They will allow you to turn some or all of logging on/off and to add to and remove from the exclude lists. Added the capability to exclude events from specific device IDs. Also a LOGGER_ShowWindow() function to pop up the logger window and a bug fix.

Updated readme.
