Cant send CTRL-ESC

I'm trying to make the start menu popup when I press a button on my remote. I can trigger the event, but the keybaord tab won't send the CTRL-ESCAPE.

I have CONTROL checked, ALT PROC checked (and tried not), and selected ESCAPE as the key. I also selected the program manager as the target.

Everytime I click the remote button, the ESC key is sent to girder (moving the highlight to the associated command), but CTRL ESC is never sent to program manager.

Help!?

use the "Special key" drop down menu and select either LWIN or RWIN (left and right windows keys).
