I'm not sure of the best, but I know of two that seem to work well...
The pakcard bell remote (search ebay for packard and remote and you'll see about 100 of them) seems to be used by many girder users, with pretty decent results.
I use a TurtleBeach Audiostation RF remote (comes witht he AudioStation package, includes remote/ audio transmitters and its about 50 to 100 bucks) because I wanted to transmit my .wma's and .mp3's to another room. If your seeking to do this, the RF is the way to go.
For simply controlling your TV tuner, I'd take a look at that Packard Bell remote. they go for about 10 bucks, and there are numerious tutorials up to tell you how to get it working.

@jfarro
From the looks of the pictures on the Turtle Beach website, the remote and vid/aud transmitter/receiver is just a rebranding of the X-10 hardware. Does the transmitter really work that well? I've had it working fine in one house, and in another it was horrible. Not sure if it's interference or what?
