is there a simple way (no lua programming) to use weather data to trigger events?

Ex: If the word "cloud*" is identified for the current weather conditions, I would trigger my outside lighting.

It might take a line or two of Lua, but then you could just use a simple timer and attach a variable conditional (which is a plugin).
