Something went wrong with your CCF codes.

04FB 08F7 0000 006d 0022 0002 0154 00ab 0015 0015 0015 0015 0015 0041 0015 0016 0015 0016 0015 0015 0015 0015 0015 0015 0015 0040 0015 0040 0015 0015 0015 0041 0015 0041 0015 0040 0015 0040 0015 0040 0015 0015 0015 0015 0015 0015 0015 0041 0015 0016 0015 0016 0015 0015 0015 0016 0015 0041 0015 0041 0015 0040 0015 0015 0015 0040 0015 0041 0015 0041 0015 0040 0015 0612 0154 0056 0015 0e5d

The first to hex groups 04FB 08F7 appear to be garbage. It looks like the actual CCF code starts at the 3rd group 0000

0000 006d 0022 0002 0154 00ab 0015 0015 0015 0015 0015 0041 0015 0016 0015 0016 0015 0015 0015 0015 0015 0015 0015 0040 0015 0040 0015 0015 0015 0041 0015 0041 0015 0040 0015 0040 0015 0040 0015 0015 0015 0015 0015 0015 0015 0041 0015 0016 0015 0016 0015 0015 0015 0016 0015 0041 0015 0041 0015 0040 0015 0015 0015 0040 0015 0041 0015 0041 0015 0040 0015 0612 0154 0056 0015 0e5d

Yes that is an valid NEC code (4/251/8)
