Can anyone tell me, why the CTS and DTR lines are tied to RXD in the schematic:

Does this serve any purpose at all ? Can I leave this away ?

DTR isn't tied to RXD, it is connected through a 4.7k resistor. I don't know anything about the UIRT though, so I can't answer what those lines do.

signalwise it is tied there.........the resistor is probably only for limiting the current........

It's only required for the In Circuit Programming.
If you don't need this option then you can leave it away.
Please see the topics on 3 wire cable for normal operation
