Default serial.DevicesInitialize not called on a reset

Looks as though 503 has broken serial comms in some way - it doesn't seem to be calling serial.DevicesInitialize after a reset. serial.DevicesLoad is still called and the devices are created, just not initialized

I'm not even sure where it's called from (or serial.DevicesLoad for that matter)

And plugins\serial\init.lua hasn't changed in about a month, and that was a very minor change.

After closing and restarting Girder it works again - I could have sworn I'd tried that yesterday
